ByThe [EUROPEAN COMMISSION] has adopted a proposal regarding deep
water drilling a source told Reuters today although no firm details appear
to be forthcoming. Note, recent drafts called for a moratorium on new
licenses on this type of drilling although any proposal would need the
approval of all 27 members before taking effect. However the UK does not
